New framework agreement also covers the recruitment and selection of permanent IT staff.

HeadFirst Group has won the European tender for the hiring of temporary staff and the recruitment and selection of permanent staff issued by Bureau Informatie Diensten Nederland (BIDN). The four-year framework agreement, which takes effect on April 1, 2026, marks both a continuation and a significant expansion of the partnership that has existed since 2017, when BIDN was still operating under the name Stichting Inlichtingenbureau.

BIDN plays a crucial role in the Dutch social sector. The organization makes data from sources such as the UWV, the Tax and Customs Administration, and the RDW accessible and enriches it, providing this information as reliable indicators to municipalities so that they can carefully carry out their statutory duties under laws such as the Participation Act, the Youth Act, and the Social Support Act. This requires partners who can not only quickly provide the right professionals but who also work with processes suited to an environment where data security, legality, and continuity are non-negotiable.

Continuity in a sensitive data landscape

For the temporary deployment of IT professionals, BIDN continues to collaborate with HeadFirst, the staffing division within the HeadFirst Group. Thanks to a large network of vetted IT specialists, combined with real-time market data, availability information, and automated compliance checks, HeadFirst can continuously provide BIDN with professionals who are suited to a highly secure and data-driven work environment.

A new feature of this agreement is that BIDN has also opted for the structural reinforcement of permanent IT capacity. This service is provided by Sterksen and StarApple, both specialized recruitment brands within the HeadFirst Group. This expansion aligns with BIDN’s desire to build sustainable expertise, fill critical roles with stable staff, and attract scarce profiles—such as data specialists, Azure engineers, developers, and security experts—in a timely manner.

Sterksen and StarApple combine their deep domain expertise with a data-driven recruitment approach, assessments, talent pools, and Value Engineering improvement cycles, giving BIDN continuous insight into feasibility, lead times, market developments, and cost optimization. This approach ensures an increasingly streamlined and efficient process throughout the collaboration.
