Projects Engineering and Project Services (PE & PS) is Shell’s project execution engine that safely and efficiently executes new projects for our business partners in Upstream, Downstream, Integrated Gas and New Energies/RES. PE & PS also provide differentiated, engineering support to existing assets, both at Shell and non-operated ventures.
PE & PS consolidates critical functional and delivery expertise in a single, streamlined VP-ship. The PE & PS organisation can be represented by three groups: Engineering Support, Project Services and the Functional Core. The Engineering Support group delivers differentiated Discipline and Process Engineering support to Assets and Projects. Project Services delivers estimating & benchmarking support and functional assurance for credible & competitive cost & schedule estimates. It also drives the CT2025 agenda in P&T and Continuous Improvement agenda in PE & PS. The Functional Core represents the company’s deepest PE & PS expertise and provides niche support to the business, ensures healthy skill-pools and drives functional improvement. PE & PS will play a critical role in the PE & PS mission.
Reporting to the TL Cost Estimating & Risk Management EMEA, the Cost Estimating Engineer is to deliver, maintain and oversee standard, consistent and realistic cost estimates reflecting the assessed risk parameters for each project and with line of sight into the overall Line of Business portfolio.
Job Specifications are the following:
- Utilise cost methodologies and tools to produce cost estimates for major and complex projects inclusive of engineering, procurement, construction, commissioning and start-up scope and costs.
- Incorporate project complexity factors into project estimates and assemble key input data such as project objectives, scope and execution plan.
- Formulate and validate methodologies for deriving quantities from design parameters.
- Perform scenario comparisons and uncertainty analysis and sensitivities on cost estimates, reflecting analysis of project risks.
- Participate in reviews and assurance of cost estimates.
- Assess prospect scope and develop consistent, high level conceptual estimates (Type-0/1) for each concept under consideration.
- Experienced with development of capacity factored estimates and location factor adjustments.
- Assess prospect scope and main components to develop consistent "building block" estimates (Type-2) for each concept under consideration.
- Translate the identified project scope and engineering deliverables into the estimate of capital expenditure costs composed of detailed MTOs matched with detailed pricing and construction unit hours (Type-3). Identify areas of uncertainty and apply appropriate allowances.
- Development of detailed project cost forecasts (Type-4). Incorporation of project actuals to date and detailed MTOs matched with detailed pricing and construction unit hours for to-go costs.
- Develop Estimate Plan detailing how the estimate will be developed.
- Develop Estimate Basis to document how estimate was developed.
- Manage Estimating Data. Establish process to collect actual cost performance, condition and normalise data for future use, develop metrics and benchmarking information. Establish process to store Estimate files in a consistent, secure location.
- Benchmarking of Estimates. Develop benchmarking packages at appropriate level to check estimate results from top down versus both internal and external comparable data. Work with IPA forms and reports to understand comparison of Shell projects to industry datasets
- Develop benchmark against historical performance, industry norms and established KPIs.
- Utilise Technical, Economical, Commercial, Organisational & Political (TECOP) profile to establish appropriate deterministic cost contingency.
- Coaching of Juniors and Peers.
The Cost Estimating Engineer is also expected to prepare probabilistic cost risk assessments.
Dimensions
Full responsibility for establishing and delivering the Estimating deliverables for Project Services in a portfolio containing sizable project greater than $100 million within Downstream, Upstream O&G, Renewables and New Energies.
Requirements
- Significant estimating experience in one or more line of businesses (Downstream, Upstream O&G, Renewables and New Energies).
- Relevant university degree or equivalent or recognized professional technical qualification.
- SPA Assessment Level 1, and/or relevant extern/al accreditation
- Self-starter and able to work with minimum guidance
- Extensive knowledge of estimating systems and tools. CCET preferred
- Solid analytical skills
- Practical understanding of all phases of the project delivery process.
- Experience in developing Decommissioning and Restoration Estimation.
- Experience in working in multi-discipline and multi-national teams, with well proven interpersonal & communication skills.
