Senior Program Manager TBML for Trade & Commodity Finance (TCF) 24hrs per week (3x8)

At Rabobank TCF we finance clients throughout the whole value chain of commodities: from production of raw materials in the country of origin to delivery to manufacturers. Our global platform operates within the dynamics of today’s geopolitical situation and ongoing transitions (Food, Energy and Regulatory driven). TCF clients are amongst the largest users of trade finance products in Rabobank.

You and your job
In the complex context of international trade, with cross-border trade flows and involvement of multiple parties in different jurisdictions, Rabobank has to have adequate and effective controls in place to mitigate the risk of Trade Based Money Laundering (TBML) when offering trade products to clients. TBML has been identified as a top risk for Wholesale and is a high priority FEC theme for Rabobank. The purpose of the TCF TBML project is to ensure that TCF maintains and improves in-control of FEC risks of its clients’ trade transactions. Simultaneously the excellent, existing high level client service of trade finance products needs to be maintained - speed of processing in particular. The project requires an in-depth knowledge of trade finance products, how they are booked and processed operationally; the different TBML risks and controls; experience with project management and coaching change in organizations with staff in an international and multi-cultural setting.

• Design and contribute to a global way of working with effective FEC controls when processing trade finance products for Rabobank customers;
• Enable relevant staff in adopting such way of working including implementation of tactical solutions where possible during 2024
• Contribute to the selection of long term tooling and systems to efficiently manage FEC controls in the trade process with relevant stakeholders

Top responsibilities
As Senior Program Manager TBML for TCF your role as senior project manager involves:
• Describe different scenarios how TBML controls can be operationally implemented for TCF clients and present these to TCF MT for decision making;
• Manage the TBML 2024 implementation roadmap for TCF: ensure efficient implementation of TBML controls at various stages of the trade process where possible, with variation of controls depending on the type of trade transaction and in close coordination and cooperation with the involved mid offices and trade services in the global TCF booking locations (Hong Kong, Singapore, Utrecht and New York; assist involved departments in amending and updating their work procedures to incorporate the TBML FEC controls;
• Cooperation with relevant stakeholders to identify and select long term solution for tooling to assess and record TBML controls; lead / coordinate budget approval process to acquire tooling;
• Provide regular management updates to TCF MT and other relevant decision makers on project progress.
• Development of regular trade management information trade transactions booked and their risk profile.
As Senior Program Manager TBML your role will require interaction with a wide variety of staff within TCF (Credit & Collateral Management, Trade Finance Support Group, Trade Finance team, TCF MT) and operations (Trade Services and CDD) in multiple locations around the world, as well as in the wider bank (FEC and FCC department, as well as the IT tribe).

The role is for 24 hrs per week (3x8). The project is organised under the Global Head TCF and the Head of TCF Trade Finance.

You and your talent
Experience with compliance and regulatory guidance on AML/CTF frameworks, in particular TBML; profound knowledge of TBML controls and transaction monitoring; thorough knowledge of trade finance products in the context of TBML controls; a proven track record with project and change management and good team spirit are essential for the role of Senior Program manager TBML. In addition, it's important that you recognise yourself in the features below:
