Description/Comment:    
The new SEAM organization integrates Safety, Environment & Asset Management activities and positions from existing lines of business (Integrated Gas, Downstream & Upstream) and central teams (PTS, Asset Management Excellence). With a broad geographical footprint, this will enable the new team to support Shell’s business & assets around the world.

The Project Portfolio HSSE Lead is responsible for providing HSSE expertise and leadership in the design, planning and safe execution of the New Fuels (Renewable natural gas, Advanced Biofuels and HVO), Chemicals and Refining group of projects within Downstream Projects in the Europe. Projects are predominately in the PreDG3 space.

Responsibilities include:
• Project HSSE responsibility for Downstream Project Portfolio
• Project HSSE & SP Authorized Person and Worker Welfare AP
• Develop and manage implementation of the HSSE & SP Plan to manage project HSSE risk, including requirements of HSSE & SP Control Framework, PMF and PCAP deliverables
• Oversee support from SMEs and specialist groups to deliver studies including QRA / consequence modelling, fire safety design, noise, dust explosion, reactive hazards, HFE, health and security assessments.
• Manage risk assessment workshops e.g., HAZIDs, HAZOPs, LOPA and SIL assessments
• Coordinate environmental impact assessment and permit planning with SME
• Demonstrate ALARP for major accident hazards through robust application of the Shell Hazards & Effects Management Process (HEMP) including management and closeout of actions
• Ensure compliance with HSSE & SP Control Framework and applicable standards
• Identify and manage safety critical elements through design and execution
• Develop, update and operationalize the ALARP demonstration report
• Plan and perform audits including AIPSM LOD1, Construction LOD1s, support PSSR
• Ensure construction safety in design, CSSS, worker welfare and care for people is captured in design, planning and execution
• Ensure the vetting and selection of design and construction contractors for HSSE delivery and determination of project mode based on risk management abilities • Ensure Contract HSSE requirements are met including Contract HSSE language, KPIs and Contractor HSSE Plan
• Proactively manage HSSE communication, champion HSSE best practice and share learnings from incidents and portfolio efficiencies

Skills & Requirements
• Degree qualified in relevant technical discipline with at least 10 years experience
• Skilled in Technical Safety Fundamentals and Risk Management, Knowledgeable in Safeguarding and Implementation, Reviews, Monitoring and Assurance
• Experience with FRED modeling is desirable
• Qualified Shell facilitator is desirable
• Thorough knowledge HSSE & SP Control Framework and application experience
• The position requires a confident leader with S&E experience, willing to intervene, coach and support at all levels of the organization including senior Leadership Team members
• Strong aptitude for Learner Mindset
• A genuine passion for Worker Welfare and HSSE
• Experience in Shell's Safety Leadership journey and demonstration of passion for Goal Zero
• Demonstrated professional competence with proven ability to influence
• Ability to engage and effectively communicate at all levels inside and outside Shell and within different cultural settings
• Strong interpersonal and team leadership skills - ability to challenge and ability to build internal and external relationships based on trust and to integrate across multiple functions
• Ability to identify and address novel problems
• Demonstrated ability to manage multiple, sometimes conflicting priorities
• Competitive applicants will have a proven track record with significant project HSSE delivery
• Fluent in English, written and verbal. A basic knowledge of Dutch or German would be advantageous.
